Glendale Mayor Elaine Scruggs

Serving in the position of Mayor of Glendale since February 1993, Elaine Scruggs was most recently selected to chair the Arizona Municipal Water Users Association (AMWUA) , a coordinated effort of nine valley cities to manage water resources. She also serves on the Board of Directors and the Executive Committee of Westmarc, an advocacy group of businesses and government promoting the West Valley. She recently completed a two-year term as chair of the Maricopa Association of Governments' Transportation Policy Committee, which will guide transportation investments in the Valley for the next 20 years.
As Mayor of Glendale, which is the home of Luke Air Force Base, Elaine Scruggs was selected by Senator John McCain to chair Fighter Country Coalition, a strategic planning group with a vital interest in helping Luke retain its mission of training F-16 fighter jet pilots.
Helping to foster the positive development of youth also is a priority for Mayor Scruggs. She actively participates in her Mayor’s Youth Advisory Commission and serves on the YWCA Advisory Board, which honored her with its 2001 Tribute to Women Public Sector Leadership award. Through Mayor Scruggs’ efforts, Glendale was named the first Kids at Hope city in the United States.
Fostering leadership is of great personal interest to Mayor Scruggs. Her desire for a program that would reinvigorate the public’s civic participation and their sense of ownership of local government led to the creation of Glendale University in 1997. Since the program’s inception, more than 450 Glendale residents have “graduated” from Glendale University to become community leaders through service to non-profit organizations, appointment to municipal commissions and election to the City Council.
Mayor Scruggs' business career is marked with highly specialized management assignments within the communications industry. Positions held include Corporate Training Manager for a seven-state area and Arizona Administrative Manager with responsibility for a customer account base billing in excess of $25 million annually. Mayor Scruggs is frequently called upon to speak on business issues and has been recognized by the National Association of Women Business Owners for her support of small business endeavors. In 1998, she was honored as one of Today's Arizona Woman magazine's Top 100, and in 2003, she accepted their Woman of the Year award.
Past leadership positions include serving as chairman of the Maricopa Association of Governments Regional Council, chairman of the Arizona Municipal Tax Code Commission and President of the League of Arizona Cities and Towns.
Mayor Scruggs and her husband, Larry, relocated to Arizona from Pasadena, Calif. in 1971. Their daughter, Jennifer, lives in Tennessee.
Barrel District - Councilmember
Yvonne J. Knaack
Councilmember Yvonne J. Knaack was elected in November 2006 to represent the Barrel District beginning January 2007 and is dedicated to maintaining and improving Glendale neighborhoods. She has worked in Glendale for 36 years and has been a resident for 22 years. Currently, she is also an agent for State Farm Insurance with a Chartered Life Underwriter designation.
Councilmember Knaack attended Northern Arizona University, Phoenix College and Glendale Community College. She has been active in many civic organizations and is currently serving on the boards of the Salvation Army, YMCA, Glendale Kiwanis Club and the Glendale Chamber of Commerce. She has also served as Vice-Chairperson of the Board of Adjustments, as a member of the Risk Management and Workers Compensation Trust Fund Board and the Glendale Rental Improvement Taskforce. Additionally, Councilmember Knaack is a member of the Arizona Town Hall, Copperwood Elementary School Site Council and the State Farm Arizona Legislative Action Committee.
Cactus District - Councilmember Phil Lieberman
Councilmember Phil Lieberman was elected to represent the Cactus District in March of 1992 and was re-elected in 1996, 2000, and 2004. In the past he has served as Chairman of the Alternative Transportation, Budget and Utilities Council Committees. Councilmember Lieberman received his education from Colorado College, The University of Arizona, Arizona State University, Glendale Community College and Phoenix Community College. He also has attended more than 24 specialized classes put on by the National League of Cities, where he is now a member of the Leadership Training Council, Board member of the University Caucus Committee and a member of the Human Development Policy and Advocacy Committee.
Prior to being elected he was very involved in civic affairs in Glendale. He has always believed in and worked for Glendale’s future.
Councilmember Lieberman’s community activities include:

Councilmember Lieberman founded and operated three successful retail businesses in Glendale for over 20 years. In 1985 Councilmember Lieberman was awarded “Dealer of the Year” by United States Suzuki, an organization with more than 1300 members. Councilmember Lieberman’s business ownership necessitated that he be highly skilled in finance, legal contracts, budgets, and personnel management. All of which has been very helpful in his position on the Glendale City Council. He now is semi-retired although he still owns Lieberman Enterprises with his wife and does some sales and management consulting.
Councilmember Lieberman was born in Chicago, but has been an Arizona resident for 57 years and a member of the Glendale Community for 45 years. He and his wife Nita have adult children who attended Glendale Schools from kindergarten through junior college.
Cholla District – Councilmember Manny Martinez
Councilmember Martinez was appointed to represent the Cholla District in October 1996, elected in March 1998 and re-elected in 2002. He currently serves on the Government Services Committee as chairman. He is member and past Chair of the MAG Human Services Coordinating Committee. Prior to joining the Council, Councilmember Martinez served a two-year term on the Glendale Commission on Neighborhoods and participated on the Glendale Magnetic Mile Committee.
Councilmember Martinez is a lifelong resident of Glendale and a graduate of Glendale High School and Arizona State University where he received a bachelor’s degree in management. He worked for the State of Arizona from 1950 until his retirement in 1989. His last position with the state, from 1980 to 1989, was as the Department of Economic Security’s Employment and Training Administrator. He is a past member and president of Friendly House in Phoenix, the Northwest Valley Civitan Club, and Leadership and Education for the Advancement of Phoenix.
Ocotillo District – Councilmember David Goulet
Councilmember David Goulet was elected to represent the Ocotillo District in May 1998 and re-elected in 2002. He currently serves as a member of the Government Services Committee and the Finance, Administration and Intergovernmental Relations Policy Committee for the National League of Cities. Prior to his election, Councilmember Goulet served as a member of the Planning and Zoning Commission from 1993 to 1997, and chaired the commission during 1996-97. He has participated in many citizen committees, including the Ocotillo District Crime Committee, the Glendale Community College Strategic Planning Committee, the Alternative Expenditure Limitation Committee, and the Landfill Design Committee. He was a founding member and chaired the Glendale Civic Pride Ambassadors. Councilmember Goulet worked to establish the Citizens Committee for Downtown Redevelopment and established a committee to revise existing city codes on housing and property.
Councilmember Goulet received his master’s degree with distinction from Northern Arizona University and his bachelor’s degree with honors in mass communications and secondary education from the University of Miami. He is an adjunct faculty member for Grand Canyon University and the University of Phoenix. Councilmember Goulet also has received a certificate in public policy administration from the University of Arizona. He obtained associate’s degrees in justice administration and general studies form Glendale Community College, and in paralegal studies at the Florida Institute of Paralegal Studies. He completed two years of postgraduate work in law at Oklahoma City University. He worked for the Arizona Attorney General’s Office for six years, for private law firms for six years and has been a Hearing Officer for the Glendale Justice of the Peace Court. Councilmember Goulet has received silver and bronze leadership awards from the National League of Cities and is a graduate of Valle del Sol’s Hispanic Leadership Institute.
Councilmember Goulet’s special interests include Habitat for Humanity, downtown redevelopment, historic preservation and youth-related issues. He was President and board member of the former Sahuaro Ranch Foundation and participated on the Manistee Ranch Preservation Task Force. Councilmember Goulet is active in Glendale’s Youth Town Hall events and was a member of the former Mayor’s Alliance for Youth.
Sahuaro District – Councilmember Steven Frate
Councilmember Steven Frate was elected to represent the Sahuaro District in March 2000 and re-elected in 2004. He campaigned as a neighborhood activist. Prior to joining the Council, Councilmember Frate served five years on the Glendale Parks and Recreation Commission, completing a term as the commission’s chair. He also served on a committee to assist with a unique pilot project for neighborhood planning, which is today’s Glendale Neighborhood Partnership Program.
Councilmember Frate serves as Chairman of the Maricopa County Community Services Commission and was appointed by the League of Arizona Cities and Towns to represent the State of Arizona on the Community and Economic Development Policy Committee for the National League of Cities. He also serves on the Maricopa Association of Governments’ Continuum of Care Regional Committee on Homelessness, and is the Chairman of the Glendale Salvation Army Advisory Board.
Councilmember Frate was born in Cleveland, Ohio and moved with his wife and three children to Arizona in 1978. He attended Fenn College, majoring in business. He is a U.S. Army veteran. Councilmember Frate took an early retirement from Fry’s Food Stores of Arizona after 21 years of service. He has been a member of the Arizona Parks and Recreation Association, the National Parks and Recreation Association, the Phoenix Board of Realtors, and the Ohio Life Underwriters Association.
Yucca District – Councilmember Joyce Clark
Councilmember Joyce Clark was elected to represent the Yucca District as its first elected councilmember from 1992 to 1996. After a brief hiatus she was re-elected in May 2000 and 2004. This is Councilmember Clark’s third term as the elected representative for Glendale’s Yucca District. She is in her tenth year of service as your councilmember.
During her earlier tenure on the City Council, Councilmember Clark served on the Maricopa Association of Government’s Regional Policy and Development Committee, as well as its Desert Spaces technical working group and Desert Spaces Blue Ribbon Committee. Joyce also served as a Board Member of the Back to School Clothing Drive.
Outside of elected office, Councilmember Clark remained active in the community and the Northwest Valley by serving as Co-Chairperson of the Luke Air Force Base Restoration Advisory Board. She continues that service as a member of the Luke Air Force Base Citizens Advisory Board. Councilmember Clark also serves on the Board of the Western Maricopa County Enterprise Zone and is a member of Glendale Civic Pride.
Prior to her service as a Councilmember, Joyce was a high school teacher, owned and operated a bookstore, owned and operated the Craftsmen’s Gallery and was a professional potter for over twenty years.
Joyce and her husband, Charles, have lived in Glendale’s Yucca District for 38 years. Their children graduated from Glendale elementary schools. Her Dad, 92 years young, lives with them and still gives her the benefit of his many years of wisdom and experience. Joyce and Charles have three children, Kevin, a police officer; Jim, a firefighter; and Lisa, a nurse; and seven grandchildren, Shelby, Kevin, Dana, Morgan, Callie, Emma and Connor.
Edward Beasley, City Manager
Ed Beasley was appointed as the City Manager of the City of Glendale, effective January 2002. Mr. Beasley oversees all city operations and works closely with the City Council in carrying out its annual goals and policy directives.
He is responsible for the internal operations of the city, which consists, of a $730 million budget and more than 1,800 employees. Mr. Beasley previously held positions with Wyandotte County in Kansas City, Kansas, for two years as assistant county administrator; Pinal County, Arizona, for 1½ year as assistant county manager; the City of Eloy, Arizona, for three years as City Manager; and the City of Flagstaff, Arizona, for three years as administrative assistant to the City Manager. He also served as a legislative aide to Senator Thomas Eagelton of Missouri.
Mr. Beasley is currently the senior regional vice president for the ICMA Mountain Plains Region, an organization of 10,000 managers worldwide.
Mr. Beasley provided the critical vision and leadership in the City of Glendale’s successful effort to locate the NHL Phoenix Coyotes, the multi-purpose facility for the Arizona Cardinals and Fiesta Bowl, and the surrounding 8 million square feet of development. Mr. Beasley was instrumental in developing a proposal, which secured the 2008 Super Bowl to the City of Glendale with a $400 million impact. He also assisted in establishing the 2006 NHL Game in the City of Glendale.
Mr. Beasley was responsible in transforming the city’s fiscal position during a weak economy situation to one of the strongest financial positions within the Valley and state. His efforts resulted in $6.1 million in ongoing expenditure reductions and $13.9 million in one-time sources and no layoffs during this difficult time.
Mr. Beasley authored a unique labor relations process (Organizational Management Process (OCP)) for the City of Glendale; one of the first of its kind in the country, which establishes partnerships between labor and management through consensus and relationships and performance.
Mr. Beasley holds a Bachelor of Arts degree in political science/business law from Loyola University and a Master of Public Administration degree from the University of Missouri at Kansas City. He has also attended the University of Missouri School of Law and is certified in mediation and dispute resolution. He participates in a number of governmental organizations, which include the International City/County Management Association and is a member and past president of the Arizona City/County Management Association.
He was selected by Ebony magazine as one of the Nation’s “Top 30 Young Leaders.” Mr. Beasley was also chosen as one of 30 delegates for a special program with the Soviet Ministry of Municipal Economics, a project designed to pair American public officials with Soviet financial leaders to discuss “Glasnost Economic Reforms” in the Soviet Union and promote international understanding, cooperation and information exchange.
Mr. Beasley was appointed by the Governor to the Joint Board on the Regulation of Physician Assistants and the Arizona Commission on Judicial Performance Review Board.
The Black Board of Directors Project presented the Lincoln J. Ragsdale Outstanding Director Award to Mr. Beasley for his outstanding community contribution. In February 2001, Mr. Beasley received the “John J. Jack Debolske Professional Excellence” award from the Arizona City/County Management Association. This award is given on an annual basis to the public sector manager who exhibits the highest quality of professional excellence. In addition, the 100 Black Men of Phoenix, Inc. recognized Beasley with the “African American Achievement Award in Public Administration”. This award is given to individuals who are recognized for providing youth an example and opportunities within the community. Furthermore, in October 2004, Mr. Beasley received the prestigious 2004 Work Force Diversity Professional Development Award from the International City Managers’ Association (ICMA).
Other awards received by Mr. Beasley include: the 2005 Martin Luther King Leadership Diversity Award, 2005 Maricopa County NAACP Roy Wilkins Freedom Award for outstanding leadership.
Pamela J. Kavanaugh, Assistant City Manager
Pam Kavanaugh began her career at the City of Glendale in 1980, as the city’s first management intern. Since that time she has held progressively more responsible positions, including senior management assistant in the Budget and Research Department, Assistant to the City Manager, Director of Council & Management Services, Deputy City Manager of Community Services and her current position as Assistant City Manager.
Ms. Kavanuagh has had the opportunity to develop several programs designed to enhance response to citizen needs, better inform them about their local government and encourage their successful participation. Examples of these include the Neighborhood Partnership program, Glendale University, Board and Commission Training and advanced training for Commission Chairs and Vice-Chairs.
Ms. Kavanaugh has a Bachelor of Arts degree in political science from Portland State University and a Master of Public Administration degree from Arizona State University. She is a member of several professional organizations, including the International City/County Management Association, the Arizona City/County Management Association, and the Arizona Municipal Management Assistants Association.
In 1997, Ms. Kavanaugh received the American Society for Public Administration’s Award for Superior Service in recognition of her exceptional work as a public service professional.
